It is expected that news organizations will compensate journalists for their work, although in exceptional cases, stipends to cover a reporter's time may be considered.
Applications can be made on behalf of newsrooms, universities, or similar entities. However, overhead or indirect expenses are not allowed in the budgets. The Pulitzer Center welcomes projects across various media platforms and encourages ambitious proposals that incorporate print, photography, audio, and/or video for one or more news outlets. The projects with the highest success rates are those in which news outlets enhance and showcase their original reporting by adding interactive or multimedia elements.
The grants are open to journalists and filmmakers working in various mediums, including reporters, photographers, radio/audio journalists, television/video journalists, and documentary filmmakers. The center is committed to supporting journalists from diverse backgrounds and all nationalities.
This "catch-all" grant has no specific restrictions on topics or reporting locations, offering flexibility for applicants. However, there are also thematic grants available for projects focusing on specific issues like gender equality, climate change, tropical rainforests, AI accountability, data journalism, and more.
Regarding payment, half of the grant amount is typically disbursed just before travel, and the remaining amount is paid upon submission of the principal material for publication or broadcast. The specific terms of the grant are negotiated during the application process.
Safety is of utmost importance, especially in projects that involve reporting in hostile or dangerous environments. The Pulitzer Center requires adherence to the ACOS Alliance principles, and if reporting from conflict zones or hostile environments, journalists must have a firm assignment from a news organization willing to take full responsibility for their well-being. Additionally, Hostile Environment Training can be included in the proposal budget for consideration, with freelancers given priority.
